As this article makes clear, the environment for British police is not exactly the same as it is for their American counterparts. But it is not all that different, either. There are very strict and very open rules of engagement for British police, especially with regards to the use of firearms by those squads permitted to carry weapons.
I wonder if, in conjunction with introducing citizen design of policing, it might not prove worthwhile for US law enforcement funding agencies also to buy a copy or two of the standard British police training and operations manuals?
